ThepostalserviceofUzbekistanisanexpandedpostalnetwithpostalroutes,whichisusedtoreceive,handleanddeliverpostalitems,statepensionsandperiodicals.
ThecountrynationalpostalnetisorganizedbyOpenJoint-StockCompany“UzbekistonPochtasi”accordingtothegeographicalprinciple.Itincludes14regionaldivisions,whicharestructuredin177countryandcitycentres,2986postoffices(2296rural)and1specializedbranch–“HalkaroPochtamt”also34airroutes,2railwayroute,436automobileroutes,providingtheregularconveyanceofpostalitems.
Atthepostoffices6579deliverysectionsareorganized.Amongthem2480–inthecitiesandtowns,and4099–inruralarea.Ontheservedterritory5376postboxesareinstalledfortheletterpostcollection,including3449inruralarea.
Theoperatingnetisoneofthemostimportantvalueoftherepublicpost.Morethan15000peopleareworkingatthepostventures,whohandlethousandsofletters,telegrams,moneyorders,parcelsanddelivernewspapers,magazines,pensions,allowancestomillionsofpeopleeveryday.Manyadditionalservicesareintroduced–paymentforutilitiesandtelephone,propertyinsurance,distributionoflotteries,E-mailservice,Internet,etc.
OpenJoint-StockCompany“UzbekistonPochtasi”isthenationalpostoperatorofUzbekistan.Itprovidestheexchangeofpostofficeitemsofdifferenttypeswithallcountriesoftheworldandfulfillstherepublic’scommitmentstoUPU.
Theglobalchanges,takingplaceinthestatecausethenecessityofchangesinthecommunicationfield.Therefore,StateJoint-StockCompanywasestablishedinaccordancewiththedecree“AbouttheReorganizationandImprovementMeasuresofManagementintheInformationSystemsSphere”,signedbythePresidentoftheRepublicofUzbekistandated23.07.97,andtheregulation“AbouttheActivitiesoftheUzbekistanAgencyofPostandTelecommunications”,adoptedbyUzbekistanCabinetofMinistersdated31.07.97.
Itwasdetermined,that75%ofsharesarekeptasthestateproperty,10%ofthesharesareallottedforsaletotheemployees,15%ofsharesareallottedforfreesellingout.Todaythisprocessisfinished.
StateJoint-StockCompany“UzbekistonPochtasi”wastransformedtotheOpenJoint-StockCompany“UzbekistonPochtasi”accordingtothedecree№339“AbouttheImprovementoftheActivitiesinthePostalNetworkSphere”dated19.07.04.
OpenJoint-StockCompany’scollectiveinvestmentfundisformedoutofit’sownpropertyandthetransformedjoint-stockcompany’spropertywiththefollowingshareholdingdivisions:

Duringninemonths2004,theexchangeofinternationalpostalitemswasmadewith81states.Russia,Ukraine,USA,Germany,Israel,Kazakhstanarethemainpartnersaccordingtothevolumeofthepostalitemsexchange.
Lateron,thepossibilityofestablishinglegal,technologicalandfinancialrelationswithinterstateandinternationalorganizationsappearedinthepostalservicearea.
ThemainaimofthepostalservicedevelopmentinUzbekistanisgivinghighqualityserviceswiththehelpoftheongoingmodernizationprocess,whichmeetsthegrowingcustomers’demandsandneeds.TheseeffortshaveasmaingoalsthesatisfactionofthecustomersandtheensuringofthequalityofpostalitemshandlingaccordingtotheUPUstandards.
Onthe12ofDecember2001,theMemorandumofthemutualunderstandingbetweenUzbekistanAgencyofCommunicationsandInformationandTradeandDevelopmentAgencyofUSAwassignedinTashkent.Twosidestookintoconsiderationthesocialcharacterofthepostalservicefield,thenecessityoffurtherintroductionofthecomputertechnologies,thewide-spreadusageofInternet,thecreationofautomaticandinformationalsystem.Therepresentativesoftwoagenciessignedthedocument,concerningTDAgrantofUSA$431,000toworkoutprojectsandbusinessplans.
InApril2004,agroupofconsultingcompaniesledbyRantekLLCdeveloped“StrategicbusinessplanforthemodernizationofUzbekistanpostalnetwork”.OpenJoint-StockCompany“UzbekistonPochtasi”workedout“Programmeofpostalnetworkmodernization,providingmodernpostalandtelecommunicationserviceswiththehelpofinformational-communicationtechnologiesupto2010”,onthebaseoftheafore-mentionedplan.NowthisdocumentissubmittedtoUzbekistanAgencyofCommunicationsandInformationforapproval.
Thisprogrammewillhelptoincreaseeffectivenessofnationaloperatornetworkbyautomatingmaintechnologicalprocess,todiversifyintonewmarketsegmentsandincreasetherevenues.
Themaintaskisconstructionthecorporatedatatransmissionnetwork,basedonthemostmoderncomputertechniqueandinformationtechnologiesofthewholepostalsystem.
Theinitialstageincludesthecreationoftelecommunicationsystemwiththeintegrationofthemainoffice,all15regionaldivisions,189countryandcitycentresand622cityandcountypostoffices(2005-2006)andalsothecorrespondingattendants’places.
1865cityandcountrypostofficeswillbeintegratedintoconstructedcorporatenetworkduringthesecondstage(2007-2010).
Duringnextstages,themaximumnumbersofpostalofficeswillbeconnectedwiththecorporatenetwork.
Atthesametimethecompanypostofficeswillbeequippedbycomputerandothernecessarytechnicalequipmenttoprovidetherepublicwithnew,moreprofitableandrequiredservices.
